Can a bad pump cause this condition?

Last year I replaced the power steering box on my 67.
I also put a seal kit in the pump. I was not able to get the piston out of the pump. Left well enough alone!

I took my car out the other day. And it steers like crap.
It's hard to describe. At slow speeds in town traffic. It seems to steer late. Then it's a oversteer! It's like milking a cow!
At highway speeds its much better and more responsive.
I suspect the pump is the issue..

Any advise?

Have you checked the suspension? That sounds a little like what my car did when the lower control arm bushing went bad.

No I haven't . But I will tonight. The car is kinda scary to drive. And not much fun.

I agree with Mark on checking the suspension first. Does the over steering seem like the power part of the power steering is self steering? That would be a hydraulic issue.

Yes. It's like you have to chase it.

You steer a little. It steers more than you want and you have to chase it back.

Also there are times you loose the "Feel" when you turn or make slight corrections. It does feel like a sloppy steering box. But it can't be? But at highway speeds. 2500 plus rpms it steers normal with good "feel"
I will check all suspension parts too...

X3 something is loose or worn out somewhere. At my shop we offer a free inspection of your front end and take the customer down under there so they can see what's going on, maybe there is a shop that can do this for you if you don't have a way of doing it yourself at least to give you an idea.

Update:
loose or worn inner or outer tie rod ends? NOPE!
Upper and lower ball joints. NOPE!
Loose and worn inner and outer tie rod adjuster BARREL. Yup!!
All Is tight, yet it slops on the threads, Causing alot of defelection..
It even clunks once you know its there...
