Here a couple of my thoughts on value.
Clearly the fellow has money in it and wants to recoup it. Sad fact is that return on money spent on cars like this is stunningly bad. At best you typically look at getting 50% of your money back. I have a car in restoration where already spent $65k and its still in pieces. Once done I don't think I could get $30k for it.
I appreciate that he wants to recoup his money, but for me I would not buy it because there are too many things wrong with it. If you buy it for $22k as mentioned you will spend lots of time and money improving it. You can buy a car that will need little to nothing at 22k if you look around, or you spend $30k now (you ARE going to spend that much anyway) and for sure you can get a nice car with better resale value that will need nothing.
The items like the fuel run, wrong fenders/badging, black engine compartment, etc all hurt the value of the car. If the trim (especially trunk panel and tail light bezels and surrounds) are nice, given that it is a real R/T, I personally would absolutely top out at 17K. You see many cars like this advertised in the 20's, but how many actually sell at that price?
I personally really think you could do better...........

Hate to rain on your parade and it sounds like you really like and want the car but 22K is way too much IMHO, there are much nicer cars out there for less money. Also - that fuel system is fire waiting to happen! That alone is an indication of the build quality, please think long and hard before you buy it. These guys on the DCR are great people and just want to help you make a decision you won't later regret.
