Welcome to the site...
Is the car worth $22K? Hard to say. Is it a real R/T, or is it a clone? Is it solid underneath? Are the quarters made of bondo? Has the car been wrecked or were the front fenders rotted out? (those fenders appear to be from a 66 Coronet 440 model). Is the person who is selling it actually own it (ie name on title) or is he flipping it? All that goes into determining whether it's worth it.
This one was at Carlisle this week, price ranged from $22,500 to $24,000 depending what time of day you looked at it. Looked clean, owner was upfront it wasn't original drivetrain, but was pretty stock looking.

I personally would not buy it for $22k. Far too much wrong with it in my opinion. Missing the oil cap - how long has it been off? How much dirt got inside the motor while it was off?
The regulator mounting is not good on the firewall. For a 22k car, my expectation is that these these types of items are done more professionally. In addition, painting a Mopar engine compartment black usually detracts from the price of the car.
I As Mike said, I think you can do better.

Its a true RT. Well it sits in his heated cooled garage for the past 10 years now. He bought in rough condition and had all the work done. Engine and trans had been rebuilt, not numbers matching but vin matching. 440 is built pretty strong and sounds wicked mean. All the metal is good and not bondo. Underneath is good, trans does have a little leak after you drive it a bit, is a tiny leak. Comes with original hood and extra wheels as well. He originally wanted 25 but i got him down to 22. What would be a good price for this? Just needs the dash worked on. Original gauges aren't operational. I HATE that. And the trans needs that leak fixed or a 4 speed replacement. What yall think?

Has the little tach that goes on the center console as well. Just needs mounted. Chome on the center console and steering wheel could be redone as well as the rear trim.

"Just needs this....just needs that...this needs done....."
What is the intended purpose of the car? DQ driver? Local shows? Long range cruiser? Race?
Does this car fit that purpose?
Do you want a turn key get in drive and enjoy car or a project?
What experience do you have with a dual quad set up?
How good are you at fixing cooling issues?
Wiring issues?
Are you a patient mechanic with a fully stocked garage and able to do all your own work or do you have to hire it out?
How much more money do you have to spend to make this car a reliable driver? (gut feel, you better have $30,000 on hand before you can even stop working on it and begin to enjoy it)
Do you enjoy taking on other people's problems?

Just a personal cruiser, with power. Yeah gonna take it to shows, why wouldn't i. Uh, I would say turn key because it already is, minus the few problems mentioned. Carbs aren't a problem. Pusher and puller fan with new radiator. Shouldn't be an issue. Wires? Well I hate wires. No not fully socked but good enough to handle most issues. Like I Said not really many issues with it running wise. Just looking to see what you think the car is worth.

The 66 fenders (or early 67 fenders) were from a 440 model
should be a ws23 vin
