I didn't before putting them in, however did push the plunger down with the push-rods tonight to evacuate any oil or air.

The carb leak just came to mind because I took a nos plate off a good running engine and installed a thick gasket, and it would not run and took me a but to figure out the gasket just wouldn't seal to manifold.

Andy, potatoes work much better, big potatoes.
I agree with Rich, you're blowing cylinder pressure back thru the intake.
Don't do TDC on #1 via the balancer, use a coat hanger in #1 and turn it over via the balancer bolt.
Did you verify the chain/gears were set up correctly before you buttoned it up?
I think I see a vacuum leak, the PCV port isn't blocked off.
I love Mopars so much I'm date coding the skid marks in my underwear.

Recharge the battery, check for loose connections. What starter are you using?
One thing I'm a little concerned about is cam break in, not sure if all this cranking will hurt it before the break in is complete.
You've got to back to the basics, check for TDC with the plug out and something riding on top of the piston, see what the timing marks says, the pull a valve cover to make sure the cam lobes are opposite the lifters. Not sure if you can see down there, but you can tell if the rockers are moving by moving the crank back and forth. Then make sure the rotor is pointing right at the #1 wire on the cap. Also make sure the wires are on in the right rotational direction. It should at least sputter.

It ran for 2 seconds (literally) I am worried about the whole thing being washed down with gas at this point
checked all connections, ground strap, larger - cable spark pointing on #1
I am starting to think, faulty ECU, dist or regulator etc..
forget to mention, its a Tuff Stuff mini starter
