removing 1970 coronet bumper assembly

pulled about 8 bolts and the assembly feels lose all the way around. I have tried pulling it straight out from the car, and it seems to be hanging up on the ends, under the fender area, and right above the headlights. I can see a bolt that runs upward in the area, but I don't see how I could get to the nut right under the fender, unless it is accessible through the fender mud guard. Any idea why this bumper won't pull right off? I must be missing something. Thanks!2067

Should put a call out to Fran!!!!!!!

Sorry I am new here, who is "Fran"? I can take pics, but it looks just like it does in my pic, minus the grilles. Not much to see. I suspect the carriage bolt which protrudes from the bottom and has nut on each end is getting held up on the fenders (front). I was just curious if anyone has pulled these 70 bumpers off as a complete assembly. It is lose from the main mounting brackets, but I left them attached to the rails. I am a body man, but this one has me stumped.

Fran has a 70 R/T convert he retored, I bet he knows how to pull off that bumper!
