Late 66 model run had them, as part of the 67 safety changes.. you'll see same on inside rear view mirrors, early 66's had chrome mirrors, later came with duller finish.

Anco catalog lists em at 16" long... so someone prob put 15" on during it's life, and it just kept getting replaced with same size.
