My turn signal lever recently became very loose. It still works, but I can move it 2-3 inches in either direction before it actually engages to signal a turn.
To fix this, do I go in through the horn and remove the steering wheel or can I get at this lever in a different way?

Take the wheel off and you will see the screw to tighten, little dab of blue loc-tite will help

Not sure about your town but here the auto parts store lends tools out for free with just a deposit, you might try that if you don't have one.
Or old timer shop should help you and have him loosen it then just put nut on barely to drive home and fix it.

harmonic balancer puller work too. that's what I use.

You can also loosen the bolt and PULL-LIKE-HECK.... I have done that at the salvage yard before. LOL.
