Not necessarily, the only way to get discs in 67 was to get power with it. That is most likely just an old disc master put on a drum brake car. Also after market companies rebuild disc masters and sell them as drum ones. I'm not 100% on this, but I have yet to see a factory disc set up on a small block b-body in 67. Not sure it was unavailable or just most people simply didn't order it.
