I looked in the manual and it has #2 plastic drive-in pin retainers(snap-over). So they are popped on, carefully try pushing up and pulling out at top the same time.
There are two different clips on that piece of trim. The metal clips are at the end (I'm going on 20+ yr memory) They have a retaining nut from the other side of the panel. There might even be nuts to remove in the wheel well. If you take your time to identify which are which from the back side you won't hurt anything. The plastic ones have a plastic pin in the center of the barbed piece that goes into the hole of the fender. The pin spreads the barbed piece out once it is passed through the hole to prevent it from coming out. You should be able to snap the trim off the plastic clip if you are trying to save the clip. Otherwise, grind the clips' barb off to save the trim. The metal clips stay on the trim and will not allow the trim to pop off, so you have to remove the nut from the other side. Hope that helps more than it hurts.
