I have some info for you, and I can get the rest, but this is the weekend of the Woodward Dream Cruise here in Metro Detroit, so I am a bit busy. The overall length is 40mm. The shoulder under the head and before the threads start is 10mm long. This shoulder is the most important feature of the bolt because it allows the belt attachment to move after the bolt is tightened. The unthreaded tip of the bolt is 6mm in length. I believe the only purpose of the unthreaded tip was to eliminate cross threading on the assembly line. If the bolt you come up with does not have this feature, no big deal. The size of wrench that fits the hex head is 13/16". The length of the threads is 15mm. I do not have the thread diameter and pitch at this time, but I can get it. The diameter of the shoulder is 11mm. This is also important because the shoulder must be able to pass completely through the hole in the attachment bracket. The attachment bracket hole size is 13mm. Good luck, and if no one else comes up with the thread pitch and dia., I will get that to you when I can.
