I can't duplicate it on my side with the browser you are running. Both IE 9 and 10 work ok here. I'll dig some more
There's no settings to cause scroll bars to appear like you have. It's most likely something with IE on your system causing it.
Try using Googe Chrome or Mozilla Firefox and see if it shows up there.

OK, I just realized, how did you know I have an HP.. I had to turn the stupid thing around to see myself.

Vbulletin just issued a update to the software, and one of the issues it fixes is compatibility problems with Internet Explorer 10.
When I install the update that might resolve your issue Rich.
Thanks Mike, it's driving me nuts (at least more nuts than I already am) I have to scroll one line messages just to see them. Big PITA, because it's hard to line up the mouse on such a little button.
