I have a rear disc brake conversion kit with e-brake. However my e-brake petal does not fully retract. So problem is that it shows the brake light on all the time, unless I pull the pedal up with my foot. Are there any springs that retract the pedal?

Yes there is a spring that retracts pedal, your pedal probably not working together with rear brake due to different ratios.

If all is releasing properly how about modify stopper and switch to contact lever sooner.

Tight squeeze under the dash in the pedal area. Is the spring at the top of the pedal somewhere? Or is it under the car along with the cables (which makes no sense, but would not be surprised). Or maybe I'm missing my spring all together. Do not see it in the repair manual either..
