Well, since you asked, I'd have to say YES you are.

1. Its a non-numbers 318 car.
2. Its got hood scoops that NEVER were available for that car.
3. Those scoops that were NEVER available for that car don't have the proper chrome trim pieces on them even though they were NOT available in '68.
4. What is that "spot" on the lower front driver's fender?? If that's a Pentastar emblem, it ISN'T supposed to be there. Another clue a NON Mopar guy built this car.

Those items alone make me wonder how much other stuff is half-azzed. A pretty paint job alone does not a $30k car make. Have you ever heard of a pig with lipstick?

$15k area as previously stated might not be too bad, depending on other stuff. One picture does not an accurate appraisal make, but its totally your money and up to you. Remember, you asked for opinions, and I'm not fairly new at Mopars as you stated you are. Around 50+ years of owning working on these cars, FWIW.

On another note, does the 318 motor kill the value on a 68 Charger if it’s numbers matching?
It'll help a little if it's a original motor, not just numbers matching, but not much. If it was a R/T then yes it would help, but a 318 car? I don't think so.
The guy wants $38k for it with the original 318 motor and it needs interior. The paint is good and it runs and drives, but I thought that price was a little steep. Thoughts?
That last comment regarding the asking price of $38k was in reference to the 68 Charger.
I'm no expert on Charger prices, but you can use this for a guide... Original owner 68 Charger R/T, Orig drivetrain, A/C car, orig interior and 60K orig miles. It was professionally appraised by his insurance company at $60K.

On opposite side of spectrum, a regular 68 Charger that only body panel that won't be replaced on it is rad support got sold for $10K.

But I will agree with you, $38K is a bit steep, esp if it needs a interior and you find swiss cheese floors under the rug..
Trim levels included the base Coronet, Coronet Deluxe, Coronet 440, Super Bee, Coronet 500, and Coronet R/T. It looks like they’ve added aftermarket scoops, R/T tail stripes and magnum wheels for an upper end look. Is the tail panel still the lower end version or did they add a 500/R/T one? Is the interior upgraded to the 500/R/T as well? Just wondering if they were attempting a clone look.

Start here by entering what the car was from the factory, not all the “upgrades” they’ve done.

Then figure out what your willing to add to the price to pay for the upgrades. As mentioned it is a base 318 car with a facelift.
Beautiful machine! The 318 is going to hold you back I think. I had a 273 in my '67 and installed a 440/727 from a '70 Newport. Not sure about value but it a true muscle car now.
