As for the amp meter, I'd like for it to be functional. Would a safe way to do that be to bypass the bulkhead connector and run separate wires to the gauge?

I like to keep my ammeter. I make sure the connections are clean and tight at the meter.
As far as the bulkhead, you really do want to eliminate that connection. What I do is eliminate the connectors in the bulkhead connector and the engine bay connector. I then pass the wire right through the connectors. I believe I use #10 awg - that would be good up to about 40 amps continuous.

Well I found all of the wires I was looking for tucked way back in there. I am so thankful that the PO didn't cut the wires out. He instead wrapped the ends lightly in electrical tape, then zip tied them all in a tidy bundle. Now I just have to wonder, why? At least now I can figure out what wires go where. I have the 3 wire connector for the blower motor switch, then 5 more individual wires that all connect on the right side of all the rubber vacuum lines. It's weird because the dash was all put together but every single connector for he heat/A/C was disconnected. I did confirm that the compressor is not locked up. I guess that's a plus.
Thanks for the suggestion Markz. I will definitely look into that I once I get my list whittled down a little.
