I would say etching primer. That's what I was told to use on bare metal.

You use etching primer 1st, Then epoxy primer then a filling primer so you can block it out. You DO NOT use sealer until you are ready to paint! Good luck!

Dang !!!!! So you use 4 different primers (counting the sealer as a primer)?

over bare steel you just need a good grade polyester primer 3 coats and a guide coat { just some black base coat will work fine}. block sand with 180 to 220 grit , recoat with the poly after blocking to smooth.
if all is smooth and good then re coat 2 coats of the same poly and wet sand with blocks and 400 grit.
wash with soap and water , we use dawn dish soap. rinse and wash again with plain water.
let it dry for a day or two , go over with clean rags & a surface prep solvent ppg 330 ect then use your sealer after tacking off , then paint after the sealer is dry and you have re tacked.
